Sexual Assault Investigation

On Saturday the 3rd of September 2011 and Tuesday the 6th of September 2011 a man followed a woman in the Keele Street and Dundas Street West area.

On Monday the 12th of September 2011, the same man and another man followed the same woman and sexually assaulted her in the Keele Street and Junction Road area.

Suspect #1 is described as white, 5 feet 7 inches, 20 to 30 years, short, light brown hair. He was last seen wearing a blue baseball cap, dark pants and dark T-shirt. He has a large faded black insect tattoo, possibly a scorpion or a spider, on the left side of his neck.

Suspect #2 is described as possibly aboriginal, 5 feet 8 to 10 inches, with droopy eyelids, black hair and a slim build. He was last seen wearing dark pants and dark T-shir t.

Vandalism on Hiron and Mulock

It is with regret that we must report that there is a rash of vandalism happening in our area. In recent days, two vehicles have had their tires slashed, and their exteriors 'keyed'. These incidents have been reported to the local police division. Please keep an eye out, and please report immediately any suspecious activity.

Is Andy's Sausages a good neighbour?

In recent months, the Mulock Resident's Association (MRA) has received many complaints from local residents regarding the activities of Andy's Sausages (located at 63 Mulock Avenue, at Hiron): complaints include lots of strong smoke emission, much trucking and idling activity on Mulock (especially very early mornings), late night garbage bin pick-up and extreme noise (3:45 am), etc.

Andy's appears to be growing as a business, which is great for them, but have they outgrown our neighbourhood?

Mulock Avenue Residents Association Meeting: August 8, 2011

Our summer meeting, as announced on our website, was held on August 8, 2011, at Annette Library.

Business deliberated:

i. Heydon House Presentation - architect Tom Marzotto gave a presentation on the proposed design and development of the northwest corner of Old Weston Rd. and St. Clair Avenue.

ii. National Rubber & Community Coordination Efforts - we were updated on actions of Mulock Ave. residents working with Ontario Ministry of Environment to stem the industrial odours emitting from National Rubber Technologies on Cawthra.

iii. Topper Linens Sidewalk Issue - we discussed the illegal signs posted by Topper Linen, and the disturbing behaviour of their vehicles and drivers on Mulock Avenue.

iv. Terrasan Lot - we were informed that Terrasan may no longer own the lot. There are rumours that Terrasan may have gone bankrupt. Our association is investigating.

v. Esso Gas Station - an update is pending.

vi. Andy's Sausage Factory - promises by Andy's ownership, as documented in 2010, have not been delivered. Our association will follow up.

MRA Feautured in Story on Topper Linens

The Mulock Avenue Residents' Association was recently contacted by reporter Noel Grzetic regarding the signage issue with Topper Linens, something residents here has described as "infuriating." Her piece on the ordeal between residents and this company is in this week's Bloor West Villager.

From the article:

City staff said they were previously unaware of the signs; trucks parked over a sidewalk are considered a parking infraction enforced by police traffic officers.

"It wasn't sanctioned by us," said Bruce Clayton, manager of traffic operations. "We're going to be looking into it a bit more but at this time this is all we know."

Clayton said he spoke with Topper president Tim Topornicki and told him it was illegal to place signs on the city's telephone poles. But for the moment, the city is not ordering them down, pending investigation by bylaw enforcement staff.

Mulock Avenue is in the middle of a mixed zoning area of residential and industrial space, which includes two-and-a-half blocks of homes with around 150 residents and several commercial buildings. A Canadian-owned family business, Topper is a 48,000 square-foot operation, with over 100 staff members and 22 service vehicles. Their loading docks, located at the foot of Mulock Avenue and Junction Road, face a set of townhouses.

Open File Toronto recently did a story on the smells coming from National Rubber plant on Cawthra. Mulock Residents will be especially interested int he story, and will find it unbelieveable that people as far south as Bloor street can smell it!

Unfortunately, for a number of Junction Triangle residents, open window weather also marks a season of stink, when burning rubber odours from the National Rubber Technologies rubber repurposing factory on Cawthra Avenue waft into local homes."

Esso Gas Station Overrun With Weeds?

A fellow Mulocker wrote into the blog to let others know about some action taken with regards to the Esso gas station on Keele Street. As the gas station backs onto the alley of those living on Mulock, some residents have grown concerned about what they feel is a lack of Property maintenance on Esso's part.

The following letter was sent regarding this issue:

With regard to the station you maintain at 537 Keele (at West Toronto Street) in Toronto, the Eastern edge of that property is fenced, and adjacent to a laneway used by your neighbours to access their parking areas.

The problem is that for several years now, you have completely neglected the plant growth along this fence line. Some of the "weeds" are now trees and bushes in the literal sense, and their branches are partially blocking the laneway. I (and other neighbours) have done some trimming in the past, to help avoid paint scratches on our cars, but it is your property, and something needs to be done.

Please let me know how and when we might expect some corrective action on this issue.

Topper's Solution to Blocking the Sidewalk: Direction Signs

Many residents have spoken to the MRA about Topper Linens. Specifically, some have had issues with their trucks taking up the sidewalk, making it impossible to pass unless one goes into the street.

Topper's solution to this problem? Signs directing pedestrians to walk on the other side of the street if the sidewalk is blocked! The solution to residents having to walk on the road is...residents having to walk on the road!

This is not a safer solution. In fact, it suggests pedestrians cross the street at an area where there are no crosswalks. It does nothing to address whether or not Topper has the sidewalk allowance necessitating pedestrians make such concessions, nor does it address the main concern residents have, namely that they have to walk in the street because of Topper's trucks.

These signs were obviously not put up by the city. This blog is not sure fake signs are the solution to a real problem. If anything, they make the situation worse

Is Heydon Hotel The Next Drake?

The Heydon Hotel sits at the corner of Old Weston Road and St. Clair in an area many Mulockers are familiar with. A beautiful old building, there are plans to redevelop it in the near future.

Metrolinx Health Study

METROLINX HEALTH STUDY PUBLIC MEETINGS

Metrolinx has released their health study and there are only 4 weeks left for public comment. They are arguing that the health effects are minimal! CTC has issues with this:

The World Health Organization claims that we already have poor air quality with pollutant levels above their health safety guidelines, so why does metrolinx think it's ok to pollute more?
Metrolinx ridership projections for their “premium” business-class service will mean that the ARL diesel trains will be polluting more than the cars they take off the road - whereas electric trains would both reduce traffic congestion AND improve air quality
There is still no commercially available Tier 4 diesel train – but electric trains surpass Tier 4 environmental performance and have been in service around the world for years.

REMEMBER to ask Metrolinx about NOISE pollution and vibrations. These are important human health concerns. Those of you living close to the tracks know that newer (Tier 2) GO locomotives are much noisier than the older locomotives, and we are concerned that Tier 4 will be even WORSE. Their idea of "mitigation" is a 20-foot wall. How would you feel about an oppressive, intimidating concrete wall cutting your neighbourhood in half? And what’s worse, this wall would NOT help those living on the 3^rd floor or higher; which means most condo owners would be out of luck! So PUSH them about this at the meetings. If you don’t feel that a giant wall is an adequate solution, then DO NOT settle for it.

ALSO, be sure to ask Metrolinx about their claim that their proposed diesel trains will lead to fewer cars on the roads. Demand them to prove this with calculations.

What's That Burning Rubber Smell?

Mulock residents are beginning to open their windows for the season and some might be wondering what that burning rubber smell is. The smell is coming from National Rubber Technologies on Cawthra Avenue, a company that recycles rubber products.

This smell can be very overwhelming at times. Residents have reported it has caused headaches, nausea, and the necessity to close the windows on some days. The smell is so strong, it is hard to believe that it is legal. And it may not be.

In fact, according to one resident who has investigated the issue, NRT is up for emissions re-certification. The Ministry of the Environment believes it would take a major "equipment re-fit" in order to get NRT to pass inspection, but they need our help to make the case.

The Ministry of the Environment is asking area residents for their help in getting NRT's emissions up to snuff. They are asking us to log the time, date, and rate the strength of the smell in an effort to gauge how this impacts residents. It would also be helpful to report these "emission incidents" to the Provincial Pollution Hotline at 1-866-663-8477.

This is another great opportunity for Mulockers to shape the direction they want their neighbourhood to take. Let's do it!

12 Division Police Boundary Changes

Mulockers will be excited to know that the boundaries for 12 Division police services will be changing. We have heard that our neighbourhood will be folded into 11 Division, the area to the south of us, as part of this process.This should result in faster response times as well as a police force that is more attuned to the needs of our community.

The meeting to discuss these changes will take place in the Auditorium of Weston Collegiate (100 Pine Street) on June 1st, at 7pm.

City Services: Time To Let Your Voice Be Heard

The City of Toronto is seeking citizen feedback with regards to city services. City Services include everything from parks, to roads, to garbage collection to libraries. In short, there is very little that is not considered a city service!

To gauge public opinion, the City has issued a survey for residents to complete. The survey can be found here.

The survey quite comprehensive and we recommend setting aside a good chunk of time to complete it (15-30 minutes). Nonetheless, this is an important part of the public consultation process and we encourage those in the community to fill it out. Farmer's Market Survey

If there's one thing Mulock residents love, it's the proximity of the neighbourhood to the main drag of the Junction, the ease of getting to High Park, and enjoying the businesses those neighbourhoods have to offer.

Many Mulockers may already be aware of the campaign to get a farmer's market in Ward 13, and the
High Park Resident's Association is seeking feedback from those of us in the top end of the Junction on what they would like to see in terms of establishing a place to bring farm fresh produce to the neighbourhood.

Organic Food Market on Junction Road?

Good news for area foodies: An application is before the city to put an organic supermarket at the foot of Mulock avenue, in the space at 43 Junction Road, which underwent some renovations recently. The plan would be for the store to use half of the space at the site.

The application has been made by Organic Garage, an Oakville-based company whose stores are similar to the Big Carrot or Whole Foods in that they offer not just fruits and vegetables, but meat, baked goods and personal supplies. How much the neighbourhood is changing!

Terrasan/Lloyd Avenue Update

Mulocker Manny attended the recent meeting regarding the Terrsan site at the top of Mulock Avenue. Here are some of his observations on the meeting:

Terrasan has committed to remove all the concrete/garbage of it’s 6 Lloyd Avenue site and will not dump new stuff there since they are not permitted to do so and not zoned for that. They have violations against them by the Environmental people and fined.
Terrasan has also confirmed that they will reapply for commercial/residential condos again with changes since things have changed from the previous application.
Canada bread is moving, the mall complex is be built at 30 Weston rd, the area is being developed, and the community is showing support of this development and all agreed that is what they want.
There is a very good chance that this time around Terrasan will get the Commercial/Residential they have been asking for a very long time.

Manny also reported that Terrsan has begun cleaning up the site and that this was possible through the efforts of residents who made their opinions heard. Way to go, everyone!

The Stockyards Shopping Centre to Open in 2013

Junctioneer reports that the hoarding went up for The Stockyards, the shopping centre slated to occupy the space at Keele & St. Clair. According to the hoarding, the site will host 600,000 square feet of retail space--approximately 2/3rds the size of Sherway Gardens.

What does everyone think of the name? Does it adequately preserve the area's heritage, or would folks like to see it called something different?

Metrolinx Purchases Diesel Trains for Pearson-Union Rail-Link

The Toronto Star reports Metrolinx has purchased $53 million worth of diesel trains for the Pearson-Union rail-link (aka the Georgetown Corridor). This would put 12 so-called "clean diesel" trains on the line. Metrolinx also negotiated an option to purchase 6 more trains, should they decide to do so. The trains are slated to begin running in 2013.

The upside? The trains can be converted to electric, when Metrolinx decides to electrify the line...in nine years.

From the article:

A prototype of the new trains will be delivered in the summer of 2013 and the remainder would arrive in fall 2014.

The air-rail shuttle, which would run every 15 minutes in both directions, is supposed to open in time for the Pan Am Games in summer 2015.

But Metrolinx says it will take at least seven to nine years to electrify the line that will run up the Georgetown GO corridor to a spur into the airport.

The trains run in two-car configurations with the engines incorporated in the 63-seat coaches.

Clean Train Coalition Rally for Electric Trains

The Clean Train Coalition is holding a rally this Wednesday, January 26th, to push Metrolinx to purchase electric trains, instead of diesel. While Metrolinx has recommended electrification of several GO lines, including the Georgetown Corridor, the initial roll-out will include diesel trains. For more info, please see the flyer below. Metrolinx Releases Electrification Study, Recommends Electrifying Georgetown Corridor

Metrolinx has released their electrification study and it's good news for those of us living along the Georgetown Corridor. The study has found that there are transportation-related, economic, and environmental benefits to electrifying Go Transit trains. Metrolinx staff are recommending that they proceed to electrify certain Go Transit routes, starting with the Airport Rail Link.

The Clean Train Coalition notes that while this is certainly progress, Metrolinx still intend to purchase diesel trains for use on the Georgetown Corridor and that electrification will not be immediate.

Torontoist had this to say about the decision:

"The completion of the electrification study is in some sense the culmination of a long dispute between Metrolinx and west-end residents over the future of the Georgetown GO corridor, which runs through several densely populated neighbourhoods in west Toronto and beyond. Metrolinx's initial plan was to greatly expand diesel service on the Georgetown GO corridor without a timetable for electrification. They would say only that electric trains were part of their "fifteen-year plan." Residents were concerned about the possible health effects of increased diesel exhaust fumes.

"Even if these new staff proposals were implemented unchanged (and nobody's sure what the chances of that happening might be) it would be a minimum of seven years before the section of the Georgetown corridor nearest downtown was fully electrified, and a minimum of nine years before any further work on the Georgetown line was completed, according to the report.

"And so this isn't a dramatic reversal of Metrolinx's position with respect to electrification so much as a refinement of their original promise. Now there is a timeline, of sorts, and all that remains to be seen is whether or not it's a realistic one—and one the Metrolinx board, the province, and community activists can get behind."

St. Clair Avenue Redesign Meeting Recap

Manny posted in the comments a comprehensive overview of last week's meeting regarding the redesign of St. Clair Avenue. This is a great recap and deserves to be highlighted here as it contains some solid information on the plans for the neighbouring area as well as some Mulock-pertinent updates which involve the potential re-zoning of some of our community from industrial use to residential!

Here's his report:

I went to the St.Clair Avenue Study meeting on Nov 24,2010 and this is just a quick summary of the most important info mentioned.
There will be a review of the St.Clair and Keele (South/East) Corner where the old Bengimin Moore Lands (6 Lloyd Street) for the entire corner starting in January 2011. The City is looking at potential changing the zoning from Industrial to Mixed Use which is a real good thing for the area and will cleanup that corner of St.Clair. I would expect this would also be applicable the Canada Bread Facility that is moving locations in 2011 as well.

30 Weston Rd (Old Bungee Lands) the Boarding and Signage has started and construction to start shortly after this. The Complex is scheduled to be completed by Fall 2012. (http://www.trinity-group.com/?q=node/432 and http://www.trinity-group.com/index.php?q=node/464)

The street paving at St.Clair and Gunns Road/Cobalt should be completed by the end of November 2010 and the widening of the road to start some time in 2011.

The burnt down NY Pork facility at around St.Clair and Cobalt should be demolished within the next month and the permits should be issued within a week or two.

No mention of the land where the Silo's are being demolished.

Metrolinx Study Suggests Electrification More Cost-Effective Than Diesel

Torontoist reports the recent study by Metrolinx into electrification of its railway lines concludes that electrification would be more cost-effective and "improve commute times" than their diesel counterparts.

From the story:

"The study was the first ever to take into account the costs of electrifying all seven of the rail corridors upon which GO trains run. The preliminary findings, in essence, indicate that if Metrolinx were to sink enough money up front into electrifying the GTA's rail corridors, the costs of operating electric locomotives would be low enough that they would be cheaper to run, in the medium term, than diesels, owing to lower fuel and maintenance costs. Precise cost figures are still forthcoming. The study also found that electric locomotives would improve commute times by about 5%."

Silos Coming Down Slowly But Surely

Mulock Avenue in Eye Weekly

Edward Keenan had a write up in this week's Eye Weekly about the divide between Ward 11 (us) and Ward 13 (the rest of the Junction).

While this story should be of general interest to Mulockers, it is especially interesting because he specifically talks about our neighbourhood, though the picture he paints isn't so flattering. From the article:

A block and a half northeast of us, near one of the best Italian cheese factories in the city on Mulock Avenue (where people line up for fresh, still-warm ricotta on weekends), we thought we might be getting some new condo towers, but city hall turned down the application because it wanted to preserve the industrial nature of the neighbourhood, and local businesses were worried that an influx of new residents would make the area unfriendly to the heaviest of heavy industry.

There’s a parkette across the street from the vacant lot where the condos won’t be going, but we don’t really take our kids to the ancient play structure there because it’s generally empty and dirty and sometimes used by drug addicts and prostitutes.

The Clean Train Coalition sent up this notice of a Metrolinx board meeting on November 16th at 20 Bay Street at 9 a.m.

The Clean Train Coalition plans to make their presence known at this meeting and push Metrolinx towards electrification and invites those who also feel electrification is essential to join them.

Electric trains are more versatile so they integrate well with other public transit.
Electric trains are less expensive in the long run.

All communities, and almost every elected representative, along the rail corridor (from all political parties), support electrification NOW.

This blog takes no position on the candidates running for office either municipally, provincially and federally. That said, we do encourage all Mulocker's (and those neighbouring us) to exercise their democratic right to vote.

Our polling place is at the George Bell Arena, at 215 Ryding Avenue. It is behind the Metro Grocery store. If you go west on West Toronto Street and follow the road, you can't miss it.

Polls are open between 10am and 8pm. If you have difficulty accessing your polling place, please call the city at 311, or attempt to get in contact with a candidate, as they often offer rides to polling places.

St. Clair to Get Main Street Design?

Mulocker Manny found this great article on Inside Toronto about the re-development plans for St. Clair Avenue between Keele and Scarlett Road. The article, from July of this year, reports that the area is slated to get a "Main Street" look and dives into the development at the former Bunge plant (aka the development at St.Clari/Weston Road).

From the article:

"While the former stockyards community along St. Clair Avenue West continues its transformation into big box and plaza retail, the City of Toronto is already in the midst of finalizing plans for the long term shift of the strip into a Main Street community."

There is also discussion of building a pedestrian bridge over that tracks that divide st. Clair and Dundas Street, as well as widening St. Clair in some spaces.

Mulock Avenue Residents' Association Statement on Electrification

The Mulock Avenue Residents’ Association supports the electrification of the Georgetown South Service Expansion and Union-Pearson Rail Link, and urges the province of Ontario, Metrolinx, and all other affiliated parties to adopt this technology on the trains they plan to run on these routes.

We support electrification of the Georgetown Line and Union-Pearson Rail Link for the following reasons:

1. It is the preferable choice economically.

With the rising cost of fuel, electrification is a smart investment that would save the province – and taxpayers – money over the lifetime of the line’s use.

2. It is the preferable choice for public health.

Electric trains are preferable to diesel-based engines. Diesel trains emit pollutants that have been linked to cardiovascular problems, neurodegenerative diseases (such as Parkinson’s), cancer, and respiratory ailments, such as asthma. We believe it is imperative that the government make choices that will not harm those living along the corridor. We also believe it is in the government’s best interest, as a public health provider, to prevent these diseases rather than contribute to them.

3. We support electrification on environmental grounds.

Studies have shown that diesel trains pollute as much, or more, than the cars they are intended to replace. Electrification is the environmentally sound choice for eco-smart public transportation policy.

4. It is the forward-thinking choice.

As emissions regulations tighten worldwide, electrification ensures that Ontario won’t be playing “catch-up,” or stuck with an obsolete fleet of diesel trains. Electrifying the line now would save the province the need to go through the process in the future. We don’t need another study to determine if the province is ready for electrification, we need implementation.

The Mulock Avenue Resident’s Association feels that for the above reasons electrification is not only the smart choice, it is the only choice. We urge the Province of Ontario to electrify the Georgetown South Service Expansion and Union-Pearson Rail Link as quickly as possible.

Do you like food? How about fresh, delicious fruits and vegetables brought to your (almost!) door? Then here's some great news--Mulocker Vania will be acting as a hub for Food Share's Good Food Box!

What's a Food Share? From their website:

"How the Good Food Box works:

The Good Food Box runs like a large buying club with centralized buying and co-ordination. Twice a month individuals place orders for boxes with volunteer co-ordinators in their neighborhood and receive a box brimming with fresh, tasty produce.

Customers pay between $12 and $32 for their box, depending on the version that they choose. Each box contains the same mixture of food, though the contents change with each delivery, depending on what is in season and reasonable at the time. FoodShare truck drivers deliver the boxes to the neighborhood drop-offs, where the local volunteer co-ordinators ensure that customers pick-up their boxes."

Airport Link to be Operated by Metrolinx, not SNC-Lavalin

A bit of old news, but still newsworthy for those following the airport rail link saga (aka, the reason for all the construction on the railroad), Metrolinx, will be taking over operation of the line. The province had orginally reached a deal with SNC-Lavalin to operate the link, but that deal is now off.

There was some speculation this was a so-called sweetheart deal between the SNC-Lavalin and some members of the government, and that they were allowed to flit through the Environmental Assessment process. Now that the province is in charge, perhaps they will take residents' health concerns about diesel trains more seriously?

From the National Post:

Many residents in the city’s west end have expressed concern over the use of diesel trains.

"We don’t even think this deadline of 2015 can justify running diesel trains through west Toronto," said Keith Brooks, spokesman for the Clean Train Coalition, a grassroots organization that opposes the use of diesel trains in residential areas...

"The province and Metrolinx should be much more accountable to the public than SNC-Lavalin would have been."

What Can the MRA Do For You?

There seems to be some confusion over what the Mulock Residents' Association does, so I wanted to outline what we are here for.

The MRA is here to facilitate an exchange of information amongst those of us living in the neighborhood (see this post for a picture of our boundaries). Being that our community is mixed residential/industrial, there are a number of issues anyone might be concerned with or have information about at any time. The MRA acts as a hub to provide information to residents about relevant issues and events.

From time to time, the Association will organize an action throughout the community. This may be a petition regarding a specific issue, starting a neighbourhood watch group, or organizing a community clean-up. These events are usually organized by a resident who is passionate about the issue in question, and they enlist the help of their neighbours. The Association can help those looking to 'do something' with strategy, contacts, or even just pointing them in the general direction of how to get started.

The Association, and the things we do, is the result of many individuals coming together with a common goal: to make our neighbourhood a better place. This is something I'm sure we can all agree on.

However, this blog or the Association is not here to solve your problems for you. We can provide you with the tools, but ultimately, any action relies on you.

What The MRA CAN Do:

We can help you get to know your neighbours.
We can provide you with information on neighbourhood issues, or help you figure out where to look for such information.
We can help you figure out who to call, if you have a problem or concern.
We can assist you with a community action you may wish to initiate.
We can give you pointers on dealing with government officials.
We can make blog posts about issues that are of importance to the immediate community. (If you are a resident of the street and want to write something, we will consider posting it as long as it is not libelous and fits within our mandate.)

What the MRA CANNOT Do

We cannot make phone calls for you.
We cannot pick up your trash, or clean things up for you.
We cannot provide you with an exhaustive resource of everything going on in our neighbourhood.
We cannot organize events, community actions, or other initiatives on you behalf.
We cannot write about issues which do not fall within our local boundaries.
We cannot be in constant contact with the city, or any other entity about a particular issue on your behalf.

The MRA is composed of volunteers who, like you, have busy lives. We cannot do everything. Besides, there are people who are actually paid to do most of these things (councillors, police, and city staff immediately come to mind). While we are here to help, we are not here to do the work for you.

If you need help figuring out the next step or want to get more involved in the community, please realize the MRA is here as a resource for you. The rest is up to you.

The Terrasan Lot: What's Going On?

We get a lot of inquires here about the status of the Terrasan Lot at the corner of Lloyd and Mulock Avenue. For those who don't know the story, here is some background:

This lot was originally slated to be a set of condo buildings (one 18-story, one 21-story), this plan was rejected by the City of Toronto, and appealed to the Ontario Municipal Board, who dismissed the appeal. The reasons given for the rejection of the condos were related to preserving the industry in the area, and the impact it would have on some businesses.
Opposing the condos are businesses in the area like Canada Bread and National Rubber, who claim that they won't be able to afford emission control measures suitable enough to appease the residents of the would-be condos. In an OMB hearing, it was determined that, with regards to National Rubber, "The existence of high rise towers in the Cawthra Avenue Sub-area close to the NRT plant “would mean the end of [the] plant’s operations”" The counsel for National Rubber, called the business the "heaviest of heavy industry" and the report also spoke to the toxic output of this business as something that would not be tolerated by the propsed condos residents.
Terrsan, in order to build the proposed condos, allegedly tore down some houses illegally. This is currently being prosecuted by the city.
A resident contacted the City of Toronto to find out the lot's status. They were told that Terrasan is renting out the space to Metrolinx. Other residents have contacted Terrasan, and were told they are renting out the space to the UHaul Buisness at the top of Mulock.
There is now a "Power of Sale" sign attached ot the lot. A "Power of Sale" would appear to mean that Terrasan cannot carry the debt-load of the lot and the principal investor is looking to recoup their expenses by selling off the property.

Here is a timeline from the City of Toronto about this property and the meetings, rulings, etc. between 2004-2007.

What is clear about the situation is that the street is left with a vacant (or mostly vacant) lot, and that the city considers the businesses in the area to have a compelling argument (albeit one that supports substantial air pollution) for keeping this lot industrial.

What’s to love about Mulock Avenue? Here's what's awesome about the neighborhood from those who live here:

We have our own Cheese Shop.
Everyone is putting in fantastic gardens in their front yards.
We are five minutes in either direction to highways out of town.
We can walk to the grocery store, liquor store, Home Depot or
Canadian Tire.
There are not one, but two 24-hour transit lines in close proximity.
We have residents who come out to clean up 30+ bags of garbage at nine am on a Saturday morning.
I love the sausages!
I love that progressive businesses are moving in on our street!
That my yard is small enough for a push mower.
All the fantastic, funky shops on Dundas within walking distance: Crema Coffee, Green Lavender, Curry Twist, the architectural and lighting stores, Big Daddy Video, and even the High Park Nails rated tops!
We have our own blog.
Great Neighbours!
Our street is short enough that you can recognize the majority of the people who live here.
We, as neighbours, do things together to make things better.
That in spite of all the large-scale development that’s gone on around it over the last hundred years, Mulock steadfastly remains a tree-lined residential oasis, where the kids still play in the street, and neighbours stop and chat as they walk past.

Wow! What a list! In the words of one resident, “There’s a lot to love.”

Ward 11 Canada Day Celebration

The celebration goes from 7:00pm to 10:30pm with fireworks at 10:00pm.

St. Clair Streetcar Resumes!

As of June 30th, street cars will be running the full route of St. Clair Line - from the Gunns Loop (Across from Home Depot/Canadian Tire) to St. Clair station at Yonge Street.

According to the TTC, street cars will be running every 2-6 minutes during the day and every 6-9 minutes in the evening.

If you are a regular user of this route, please tell us what you think of the improvements. Are travel times faster? Do you think this will positively affect our neighbourhood?

Pile Driving and Road Closures

Go Transit has sent notification to residents about impending road closures and pile driving to be done in the area over the summer.

The work will see the return of the impact hammer pile driver, albeit on a very limited basis. This work is being done with the clearance of the Canadian Transportation Agency and other local bodies.

In addition, the 'elbow' at Junction Road/Old Weston Road will be closed to pedestrian and vehicular traffic between June 29th and September 30th, as work progresses on the grade separation.

A documentary called Bending the Rail by Junction Resident Jeff Winch will screen this week at Ryerson University. It is about the "struggle and advocacy" of residents with regards to Metrollinx' plans to run 400+ diesel trains in our backyards.

Diesel Train Information Evening

The Junctions Resident's Association will be hosting an information session on diesel trains in the neighbourhood at the Annette Street Library on Tuesday, June 1st at 7:00pm.

This would be a great event to attend if you are unfamiliar with the effects of diesel pollution and wish to know more, especially since Metrolinx/Go Transit plans to run 400 diesel trains per day along the nearby railroad tracks when construction on the West Toronto Diamond and other areas are completed. Currently, an estimated 50 trains this corridor on a daily basis.

Metrolinx Electrification Study Meeting

Metrolinx will be hosting a meeting on updates to their electrification study. Residents who support electrification of the Georgetown Corridor may wish to attend this meeting to learn more.

Details:

Metrolinx has initiated a study of the electrification of the entire GO Transit rail system – all seven corridors – as a future alternative to diesel trains now in service. This comprehensive study will consider all potential benefits and costs for various propulsion technologies including diesel technology and electric propulsion for GO trains in the future. A joint venture of Delcan Corporation and Arup Group Inc. is leading the study, which is expected to be completed by the end of 2010.

The update meeting will be held Thursday, May 27^th 2010 from 7:00 – 9:30 p.m. at the Lithuanian House, 1573 Bloor Street West. The purpose of the meeting is to provide an update on the Electrification Study progress to date. The meeting format will consist of a presentation by the Electrification Study Team, followed by an opportunity for participants to ask questions and offer feedback on the work completed to date.

If you wish to attend the meeting, please RSVP by Tuesday, May 24^th to estudy@metrolinx.com – so we can ensure we do not exceed capacity.

Good Business Neighbour: Consultec

A resident wrote in to share a story that happened recently, and it's a good example of how neighboring businesses in the area and residents can work together:

"Those of us at the North end of the street had been plagued by an ongoing, phantom beeping for the last few weeks. Not a problem in the daytime, given the levels of ambient noise, but annoying as hell at night, when things were quiet…like a mosquito in your tent.

Sleeping became difficult at times. But we couldn’t find the source! I went on a walkabout on the weekend, and determined that it was coming from the roof of the old Benjamin Moore offices, now occupied by Consultec. I spoke with the president today by phone, and he went up on the roof, and determined that some component on the microwave transmitter/receiver had been beeping. Consultec doesn’t use the equipment, so he just pulled the plug…problem solved! Relative to the ongoing harmony of business and residents on Mulock, I was very thankful."

Article On Metrolinx/Public Meeting in Now Magazine

There is a great article by Andrew Cash in this week's Now Magazine about the recent public meeting at city hall regarding the trains which will run on the Georgetown Cooridor.

The most suprising part of the article is that Metrolinx has apparently scaled back their plans from 450 trains per day to somewhere in the area of 200. Still, the article points out the many ways communities along the rail line are being done a disservice by the plan.

In the article, Mike Sullivan of the Clean Train Coalition made the following observation about the need for more trains:

“In order to justify using public funds to build infrastructure for a private, for-profit air-rail link, Metrolinx says it must do this massive expansion of GO service,” says Clean Train Coalition head Mike Sullivan.

“But the Georgetown line is nowhere near capacity right now. The number of trains they are talking about would empty out Brampton a couple of times over.”

What Speaking Up Can Do: Terrasan, Before & After

A couple of residents wrote in to express their concern with the Terrasan lot at the corner of Lloyd and Mulock.

Until there is a decision on the lot (click here to read more about the background on the site), it remains for all intents and purposes empty, shielded by a hodge-podge of wire fencing and wood barricades. While this hasn't been the prettiest solution, things took a turn for the worse over the past couple of weeks as wind turned over much of the barriers, and garbage - which had been dumped in the lot - made its way down the street.

Some residents decided to contact Terrasan to remediate the situation, which many felt was both dangerous and a nuisance. How did it turn out? Here is a picture of the site before residents got involved:

Severance of 533 Keele Street (Gas Station and Neighbouring Property)

Some residents have received notification of a request to sever the property located at 533-537 Keele Street and establish two separate lots. It appears that the house next to the gas station is actually part of the Gas Station's Lot and the owners are requesting they be split into distinct properties.

Federal Court Tells Metrolinx To Be Quiet

A federal court has sided with the Canadian Transportation Agency and ruled that Metrolinx cannot use heavy-impact hammers to pile-drive as part of their West Toronto Diamond Project. They are now only allowed to use the hammers when deemed absolutely necessary.

Residents in the neighbourhood may have remembered the relative quiet we experienced at the beginning of the year. It should be expected that activities will return to that state as a result of the ruling.

Metrolinx had appealed the ruling made by the CTA in December claiming the restrictions would extend their time line by a year. However, it seems the powers that be agree that the pile-driving is causing undue stress to residents who live near the work sites.

Metrolinx Pile Driving Hearing Thursday, January 28th

Many residents have received notice from Metrolinx which informs the neighbourhood that pile-driving will once again be taking place, after it was put on hold by the Canadian Transit Authority. Metrolinx is fighting the decision, and is being allowed to continue their work until there is a court decision on their appeal.

The Clean Train Coalition suggests we show our opposition to having the decision overturned by attending one of the hearings. The next one is this Thursday, January 28th at 9:30am.

There may not be much relief form the pile driving, but the neighbourhood can take consolation knowing that, according to Metrolinx, the pile driving is 80% completed.

UPDATE: Class Action Lawsuit Meeting

The blog wanted to update residents on what was discussed at the Class Action Lawsuit meeting with MPP Cheri DiNovo.

The meeting was an exploratory meeting to determine whether or not there were grounds to proceed with a lawsuit. Those in attendance were mainly from areas directly affected by the construction, such as Hook Avenue and Mulock Avenue.

Concerns were similar, and included:

Damage to property outer walls (brick falling off, looseing mortar)
Damage to interior spaces (broken tiles, cracking walls, cracking foundations, plumbling issues, breakage of personal items)
Damage to home buisinessnes (business disruption, business discontinuation, or business deferral)
Damage to health (insommnia, headaches, irritability)

Ms. DiNovo has put significant effort into this - meeting with Metrolinx, lawyers, and renting the equipment necessary to document the work in the neighbourhood.

Canada Bread Factory to Close Within Three Years

A resident alerted the MRA to an article in the Toronto Star about Canada Bread and their business strategy.

According to the article, Canada Bread will be consolidating their operations to a new, larger location in Southern Ontario. The changes mean that the company will be ceasing operations at its currently existing plants. Their Cawthra facility, which many residents know by the fresh baked bread smell or transport truck traffic, is scheduled to close within three years.

From the article:

"This new bakery facility will be the largest in Canada and ... significantly improve efficiencies in our manufacturing and supply chain," said Richard Lan, president and chief executive of Canada Bread.

The company expects to choose a location by the end of March, begin construction six months later and have the first production line up and running 12 months after that.

The three existing plants would be closed over two years, with the first shuttered in late-2011 and the last in early 2013.

Canadian Transporation Agency Decision Regarding Metrolinx

The Canadian Transporation Agency has released their final decision and has ordered Go Transit/Metrolinx to "implement noise and vibration corrective measures for its West Toronto Diamond Grade Separation Project."

They have also ordered Metrolinx to implement correct measures to better respect the needs of the community. However, Metrolinx will still be allowed to conduct activities between 7:00am and 7:00pm, depending on the technology they are using.

Metrolinx Pile Driving at 7:35 AM

For the second time in recent weeks, pile driving in the neighbourhood has begun before 8:00am. Today, it commenced at 7:35 -- twenty-five minutes earlier than the 8:00am start time suggested by the Canadian Transportation Agency.

The Canadian Transportation Agency made recommendations to Metrolinx in early October because they found them to be in violation of the Canada Transportation Act:

From the CTA:

The Canadian Transportation Agency finds that GO Transit is in breach of its obligation under section 95.1 of the Canada Transportation Act to cause only such noise and vibration as is reasonable, in relation to GO Transit's pile-driving activities at the West Toronto Diamond. The Agency found that, in the circumstances, the prolonged exposure of the local citizens to the noise and vibration generated at that location is unreasonable.

The Pile Driving can be quite loud at the best of times, and it is imperative that Metrolinx work within the guidelines set out by the CTA.

UPDATE: The CTA has clarified their position with a resident and states that no official ruling has been made regarding the pile driving times. Until a decision is made, Metrolinx can proceed with their work unimpeded.

Public Meeting: Re-Zoning of 30 Weston Road

Junction Road/Old Weston Road Closure

Crews have placed a sign at the intersection of Keele and Junction Road notifying people of the impending closure of this throughfare for the next four months.

The closures are possibly related to work on the Georgetown Corridor, and will be in effect from October 23rd to an unspecified time in February.

It will be interesting to see how this impacts traffic flow in the neighbourhood as the Old Weston/Junction Road elbow is often used as a shortcut, with Mulock Avenue experiencing side effects in the form of speeding/reckless drivers and increased local traffic.

Plans For 30 Weston Road

For those interested in the site being developed at the northwest corner of St. Clair and Weston Road, the city has posted a PDF overview of the site development.

Concerns expressed by residents at the community meeting centered around the following issues:

Increased traffic flow in the area
Pedestrian accessibility
Cycling accessibility and infrastructure
Resources available to the community, such as health practitioner offices
The importance of acknowledging the historical value of the site
The environmental footprint of the development

Provincial Minister of Environment Approves Diesel Trains With Restrictions

Ontario's Minister of Environment, John Gerretson, has given the go-ahead for Metrolinx to add 450 diesel trains along the Geortown Corridor. He has approved the project with the stipulation that the trains use advanced diesel technology and adhere to strict emissions standards. There are 18 total stipulations in all.

From the CBC:

"The Ministry of Environment, in part to assuage health concerns, has drawn up a list of conditions that Metrolinx has to meet when constructing the expansion. Some of these conditions are:
Trains must use new low-sulphur diesel engines that emit 90 per cent fewer particles and 80 per cent fewer nitrous oxides than traditional engines.
Metrolinx must conduct further studies on air quality and work to mitigate potential risk factors as they arise.
The agency has to consult with people who live along the tracks on its plan to monitor air quality and minimize risk factors."

In an email circulated to concerned citizens, the Clean Train Coalition criticized the plan as flawed:

"The Minister has stated that he will require Metrolinx to use cleaner "Tier 4" diesels at start of service or when they become commercially available. In fact, Tier 4 diesels do not yet exist, and there is no guarantee that they will exist when this rail expansion is implemented. It is also essential to keep in mind that, while Tier 4 diesel trains will be cleaner than earlier models, there is no such thing as clean diesel. The only truly clean rail service is electric."

Toronto Medical Health Officer Remains Concerned About Diesel Trains

Many residents no doubt recieved a communication from Metrolinx touting the revised opinions of Toronto's Medical Health Officer Dr. David McKeown. (The communique can be found here.)

Though Metrolinx reports that the Dr. McKeown has reversed his position on diesel trains in the Georgetown Corridor, McKeown recently said otherwise.

At a recent rally organized by the Clean Train Coalition, McKeown spoke out about the health risks of diesel trains on those living close to the lines. From the Toronto Star:

"[McKeown] said Metrolinx's own studies clearly indicate additional health risks "for people who live close to the lines."

Diesel exhaust can particularly effect people suffering from respiratory and cardiovascular illnesses. A Toronto Public Health paper also notes diesel exhaust "has been identified as a probable human carcinogen."

McKeown argued electric trains are a cleaner option, a view echoed by Councillor Adam Giambrone, MPP Cheri DiNovo and MPs Gerard Kennedy and Olivia Chow."

On Saturday, September 26th, the Clean Train Coaltion will be organizing a "Human Train" to send a message to Dalton McGuinty that residents along the Georgetown Cooridor demand clean transit.

The Human Train will get rolling in Weston at 8:30 am with “Whistle Stops” in a number of communities along the way.
People will gather in Sorauren Park at 1:00pm to welcome the Human Train for the Main Rally of the day!
At 2:30, the Human Train will leave Sorauren Park for a parade through Queen West.
Further details on times and locations will be coming soon!
We urge everyone from every neighbourhood to join us at SORAUREN PARK for the main event at 1:00 pm. We will all gather together in the largest park beside the railway tracks to demonstrate the strength of our demand that the provincial government ensure that only clean public transit is built in our city

The electrification of Go Transit trains is a major issue for residents on and around Mulock Avenue. If you are at all concerned about the increase in pollution which could result form the intensified traffic schedule along this route, consider attending this event.

Community Meeting: 30 Weston Road (The Bunge Plant)

There will be a meeting to discuss the plans for 30 Weston Road, the site which formerly housed the Bunge Plant at the Northwest corner of St. Clair and Keele.

The meeting will be held on Monday, September 14th at 7:00pm at the York Civic Centre (2700 Eglington Avenue West).

Some resident concerns with the development of this property include:

Increased traffic congestion on Keele and the impact to residents
How the building will integrate with the community at street level
What sort of pedestrian access will be available
The potential for Mulock to be used as a 'short cut' for Keele Street

The Bins Are Back!!!

Hooray! The missing bins at the Keele-Mulock Parkette have been replaced!

The basketball court now has one garbage bin and one recycling bin, while the playground has one blue bin. It also appears that the park has been cleaned up in the process.

Where Have The Garbage Cans Gone?

Those using the Keele-Mulock Parkette may have noticed a slow decline in the number of garbage and recycling bins in the park. There used to be receptacles by the bench in the playground, as well as by the basketball court.

The bins by the playground have been missing for quite some time now, but even more disturbing is the current lack of ANY garbage bins in the park. Only one recycling bin remains, stationed outside the basketball court.

Litter in the parkette can be an issue. People often dump unwanted items near the garbage cans, and it is common to see plastic bottle and fast-food debris in the area. But without any bins to put garbage into, the problem isn't likely to get better, only worse.

How To File A Police Report

Here is how to report a crime and file a police report:

Emergency: Dial 911
Non-Emergency: 416-808-1200

Emergencies would be a crime-in-progress.
A non-emergency would be if you want to file a police report after the crime has occurred. (You can also do this by visiting 12 Division in person and asking to file a report.)

Some residents have expressed concern that the police do not respond immediately. Though this may be the case, it is still important to ensure a report is filed.

You may have to call a few times to get a response for a non-emergency. You may have to wait a few hours for police to respond. It is worth the wait.

WHY REPORT CRIME:

It shows you care about the safety of your community.
It produces a record of activity for police to respond to.
It gives you backup if you want to pursue justice through the courts.
A police report is taken more seriously by those in authority if there is a conflict in the neighbourhood.
The police depend on community input when deciding how to fight crime.
It is the first step to holding those who commit crimes accountable.

City Health Officer Says 'No' to Diesel

Mulock Residents will be happy to know that Toronto's Medical Officer of Health, Dr. David McKeown, has officially objected to Metrolinx' plans to increase diesel train traffic in the Georgetown Corridor.

In a letter to Ontario's Minister of Environment, John Gerretsen, Dr. McKeown outlined his concern for the increase of diesel trains in the area, and asked that the project be halted until it completes a deeper analysis of health risks. He also requested that Metrolinx immediately adopt electrification.

From his letter:

Operation of the proposed new and expanded train services with diesel engines will result in adverse human health impacts in the adjacent communities. Metrolinx commissioned a human health risk assessment of the diesel expansion that was based on the results of the air quality assessment, which predicts increased risk of acute health effects, such as respiratory irritation, at every location assessed (44 residential areas, 37 schools, 40 child care centres and 4 long term care centres) during peak air pollution events.

In addition, unacceptable leukemia risks are predicted for 15 of the residential locations assessed and one school. However, the methods used in the health risk assessment result in an underestimate of risks. Actual risks, especially to the most vulnerable and most exposed individuals, would likely be considerably higher than Metrolinx’ Environmental Project Report suggests.

How To Report Pollution

Mulock Avenue is close to some pretty heavy industry and other local businesses.

If you experience poor air quality, offensive smells, or pollution that you feel is detrimental to your health or environment, you can call the following number to report the problem:

Just because we live in a mixed-use area does not mean we have to accept high levels of air pollution or other environmentally questionable behavior. The number is toll-free and residents have to do little more than report what they notice - the Ministry does the rest of the work.

NOTE: During regular business hours, you may be directed to call the City at 416-326-6700. Regardless of which number you call, make it clear that you wish to report an instance of pollution. If the person you speak with refuses to take down a report, call back and speak with a different representative!

Pile Driving And Your Home

The pile drivers are now in sight for most of us on Mulock Avenue. Despite efforts by Go Transit to dampen the noise associated with the project, some residents are experiencing other side effects, such as their property shaking and other physical disturbances.

If you think that GO Transit's work in the area may be adversely affecting your home (example: foundation cracking), you can get a Condition Survey done.

A Condition Survey takes measurements and pictures of your property during and after the work. A survey like this is essential if, in the future, you wish to file a claim for damage believed to be caused by the West Toronto Diamond Project.

You can call Go Transit at 416-604-9582, their community outreach number. Simply ask for them to arrange a Condition Survey. The survey is performed by a third party.

The survey is provided at no cost to residents, and is kept confidential from Go Transit.

UPDATE: It appears the company doing the assessment, Cunningham Lindsay, is the insurance company for the contractor on the project. Also, it is possible that the contractor will receive a copy of the home inspection report. However, this is still a legitimate way for residents to have their property (and potential damage) assessed and a first step to filing a claim against the project.

Of course, you can still have an independent survey done on your own. Time-stamped photos are also a good idea.

COA Decision Regarding 88 Mulock

The Committee of Adjustment has approved 88 Mulock's request to add a sizable 2-storey addition to the back of their property, despite significant opposition from residents.

Resident opposition included a petition with 77 signatures, several letters to Councillor Nunziata and city contact Brian Bonner, and four residents who attended the COA hearing (two of which spoke).

As a concession, the Committee capped the number of residents at the Facility, run by St. Vincent of Paul as Ozanam House, at 11 people. If Ozanam House exceeds this number, they will be in contravention of the law.

While this decision does not address the size concerns many residents had, it does mean that Ozanam House will not be able to expand their residential program at 88 Mulock. St. Vincent may need to look elsewhere if additional funding based on residents is part of their long-term planning.
